Require every planning scheme amendment at all levels of government and of the planning framework to include an assessment against relevant climate change considerations
The inclusion of content in a planning scheme is a critical step in allowing matters to be considered by decision-makers. Climate change considerations must be made explicit, or they will continue to be overlooked in favour of policy considerations that are more explicitly spelled out within planning schemes.
It is important that any proposed changes are carefully scrutinised to ensure they do not lower the bar on climate change responses. Ideally, any amendments should set the bar higher.
Responses to bushfire risk is an overriding consideration within the planning system. This has been embedded as a result of the devastating impacts of the Black Saturday bushfires. This principle was applied in response to severe impacts, but the same principle is not being applied to decisions which influence broader climate change impacts, even when these impacts are contributing to an increase in the risks such as those the bushfire policy seeks to manage. This is despite the severity of these impacts on current and future communities.
